Darryl Singer, Partner and head of the Class Actions Department at Diamond and Diamond Lawyers, was interviewed by Cabin Radio for a report on Meta’s multi-billion-dollar settlement with 29 U.S. states and what it means north of the border.

The settlement resolves claims that Facebook and Instagram were designed to be addictive to young people. Under its terms, Meta will introduce a set of safeguards for teenage users โ€” a two-hour daily time limit across both platforms, a night access mode that blocks feeds and stories between midnight and 6 a.m., a “school mode” that mutes most notifications during the day, and restrictions on cosmetic filters and visible like counts.

None of it applies in Canada. The agreement expressly excludes jurisdictions outside the participating U.S. states, and researchers interviewed alongside Darryl noted that whether Meta extends the safeguards globally is now a business calculation rather than a legal obligation.

Speaking with Cabin Radio, Darryl explained that a number of individual and class action claims against social media companies are moving through Canadian courts, though most remain at an early stage and are nowhere near resolution. He cautioned that Meta’s willingness to settle in the United States does not signal a similar posture here. He also pointed to two U.S. jury verdicts from March as decisions Canadian courts may find instructive.
